P-PLATE drivers will face tough new restrictions from July, after the State Government announced yesterday it would adopt recommendations from an expert panel.

It will also introduce rigorous new driving tests before issuing provisional licences.

On Tuesday, the NSW Young Drivers Advisory Panel, which includes Goonellabah dad Robert Wells, handed its wish list of P-plate law reforms to NSW Roads Minister Eric Roozendaal.

These included prohibiting firstyear P-platers from carrying more than one passenger aged between 17 and 21 between 11pm and 5am; automatic licence suspension if they are caught speeding; and a total ban on mobile phone devices, including hands-free kits.

Late last year, Lismore MP Thomas George brought advisory panel chairman Paul Gibson to Lismore to meet with the families of four boys killed in an accident at Broken Head to discuss P-plate reform.
Mr George said the new laws were reasonable, but held concerns on how they would be policed.

"Naturally I support any P-plate measures because far too many lives have been lost," Mr George said.

"But unless we have extra police, I don’t know how they can cope with any more work."

Mr Roozendaal said the Govern- ment could not ignore the evidence that was presented to it by the advisory panel.

He said exemptions would be available to first-year drivers if they were carrying family members, if they were aged over 25, if it was an emergency situation or if they needed to carry the passengers for work.

The tougher Driving Ability Road Test, already being tested at some RTA offices, increases the length of the test from 30 to 45 minutes, and the driving time from 18 to more than 30 minutes.

Young drivers will need to tackle demanding main roads, and applicants’ safety and hazard perception skills would be assessed alongside their technical skills.

Can't see any issues there, some good initiatives, it should be a piece of cake to comply without causing any problems at all.

Point 5 to me seems logical. make sure that a student can actually drive before giving a licence.... but, what about remote area students??

I dont see how having a learners permit for 12 months will make any difference.

Point 3 seems a bit draconian.
Point 2 has merit.
Point 1 , a no brainer.

but what about young people with kids and a partner?

these laws are rediculous.

i keep saying it. they keep bringing in regulations and legislation but the road toll IS GOING UP!

why?

because people make mistakes. l platers, p platers, open drivers, unlicensed drivers, young and old, men and women, we make mistakes.

when we make mistakes in 1500 kg metal missiles, people die.

you will never remove the road toll. never!

these rules will not reduce the road toll i promise you.

Front page of the Daily Telegraph (and page 4) though I did confirm it with a contact from the RTA.

Apply's to first year P platers only.

You are basically correct. There will ALWAYS be a road toll. What needs to be done is to remove drivers prone to doing stupid things, an almost impossible task. I keep harping on about phsyc tests to weed out the buffoons. If you display un-stable tendancies.... no license. Full stop. On our recent trip from Alice to Cairns, the only time we saw dangerous driving was on the Cook Hiway from Townsville to Cairns...... Guess what, it was a VIC registered car with a woman about 40ish at the controls!!!

Not ALL young drivers deserve these new laws. They should be applied to some older ones as well.

The 17 to 21 bit is stupid. So a P plater can take 4 of his 16 year old friends to a party. If those friends all turn 17 at midnight, he can't take them home again!

If they are saying that it's the mob mentality that causes most P plater accidents, then it should just be one passenger, and that's it. Better still, ban them from cars altogether and make them use motorbikes (/sarcasm).

I can see that they want to do the right thing, but this is not it.

Next thing you know they'll make it illegal to steal a car!

So these laws are only for the Red P platers?

The passenger limit is stupid. Will mean MORE P Platers on the road at night probably leading to MORE crashes.

If you hold a P-plate license from another state will the rules still apply? or does it only apply to NSW license holders in NSW

No. Only affects us unfortunate NSW residents. NSW is officially worse then Victoria. Bring on the hidden speed camera's in bins and old crappy cars, no warning signs... but take away these stupid idiotic restrictions that do nothing but increase the amount of deaths that are occuring.

Imagine what's going to happen with the no night time thing... young people taking off their P-Plates and driving with friends, then the police come, they get scared, crash etc. Or instead of 5 people in one car, 5 people in 5 cars driving around. That'll be a good thing...... :togo:

Well, it dosent affect me in the slightest, i still have 12 months till open license, but i think the power restriction was the biggest shake up for P-platers....

As has been stated countless times unfortunatly young drivers (17-24) are much more likely to be involved in an accident than any other age group, and its on the rise, this is fact.
Something HAS to be done, no single initiative will resolve it, but HATS off to the authorities for at least trying, i believe there will be "idiot testing " introduced soon too, but maybe we should stop grizzling and moaning over these rules and just work with them hey....

I agree with most of them espesially the one about having only one passenger. most of the young people in this area are idiots and they drive around drinking and being stupid, so now they have to walk. I like it.
P-platers will learn to secure their plates because if they fall of they lose their license. now thats weird.

If these new laws are so good, why wait until July? Why not have them enacted immediately? Or even retrospectively? (which can be done when it is in the public's interest).

Because parliament is still on holidays then there is an election in March.

Also I should clarify 0 demerits only applies to speeding offences.

if they want to bring in restrictions, make it so that everyone has to abide by them.

4vman says that p platers are " more likely " to be involved in an accident? so what?

open drivers have accidents as well.

who cars who is more likely to have a prang?

road toll is road toll no matter who makes up the majority.
