Default why do i have to get an engineers report?

firstly i called up the epa in victoria and they told me i could fit a 2 litre pinto engine into a car so long as it was before 1976. that is a any year engine before 1976 into any year model escort before 1976. so that was fine. i then called up vic roads who told me that i need an engineers report if the engine is off a later or earlier model car. mind you this was before any emmision controls came in. my question is this why do i have to get it engineered if it of the same capacity, bolts straight in and is an almost identical match to an engine of the same year as the car?

Ask again and you'll probably get a different answer. Keep asking until you get one you like .. then write down that persons name!

My understanding was that you can fit whatever you want, as long as it was an option for that car and you also have everything else to the same spec as it would have been if it had been ordered with that option - perhaps that is the problem, not so much the engine, but the other bits such as brakes and suspension?

When you say pinto dp you mean as in a US pinto engine. If thats what you mean then thats the problem. You will need to prove that that engine will meet the emmisions for this contury.

When did 2 litre escorts come out? The first series only had 1300 and 1600 Kent engines didnt they? hence if you were to put a 2 litre engine in a series one it may have to be engineered as it has a greater output than the original engine.
In NSW you can fit an engine with a 15% greater output or capacity as an "owner certified" mod I think, but it is no doubt different south of the border.

Pinto powered RS2000's were available in the MK1 escorts...

Mk 1 Escorts were available with a variety of engines, and yes, most of them were smaller capacity "Kent" OHVs, however there was also the Twin Cam Escort with a DOHC Lotus engine, the Mk 1 RS2000 Escort with the 2L "Pinto" OHC, and the Mk 1 RS1600 Escort with the Cosworth devloped BDA (also a DOHC design) so any of these engines can go in with very little hassle.

thats the whole issue. youd think it would be that simple, especially since the car and engine in question are pre 1976. heres the thing, i called up and my main issue was whether i could, for eg. sake, put a 1973 engine in a 1975 car. epa said yeah no problems. vic roads ssaid that i would have to get it engineered. ok. ( i thinks to myself, older engine, yeah thats understandable, ok) i then aksed what if the engine was 1975 and the car from 1973. they told me that i would still have to get it engineered. why the ^$%% for! it bolts straight in. there were no emission controls. the car came with these as an option. it has almost the same power (mind you once its in it wont even be close to standard-wink wink). it just doesnt make sense. but i guess grey areas like this were formed on purpose so that these bodies can twist and bend them at their own will.
this still wont stop me from doing this project, but im not going to pay over $700 (thats money for webbers :evilking: ) for some engineer to say yeah everything looks alright. of course it fu%^$n will be alright. makes my blood boil.

Tackle it from a different angle...

Don't ask them if you can put a 2 litre in a mk 1 escort, nor quote age of engine or car.

Ask them if you can put an engine in a car that was available in that particular model if you upgrade the car to all the specs that came out with that particular engine....

yeah i might call them up again and take that approach. it really is a ridiculous process to go through though. i wish they would tell you in plain english why i have to get it engineered. the problem is when the cars ready to be taken to vicroads, if they say that i need it engineered it doesnt matter that some ******** on vicroads telehpone service told me that i could do such and such. that guy that gives you assurance over the phone is not an engineer. anyways ill see how it goes. this is a long way off (at least until the start of 2007) until ill be able to get something on the road, but still i thought ill do all my research before i undertake the project. and quite frankly im a little fu$%^n ****ed off at the moment. : all over vicroads

Is there a document on the vicroads website that larifies the issue? There certainly is a good amount on the NSW RTA one. If you go to Vicroads armed with a printout of said document at least you have a basis on which to argue your case.

If the engine was an option on that car from the factory then you dont need an engineers certificate.

On the vicroads website there is a PDF outlining the rules for engine conversions.

emissions arnt a problem, or so ive been told by the epa. ok so if i run everything standard, except internals, as im going to be getting it ported etc., so that means standard carby, standard exahaust controls from that engine i shouldnt have to worry about anything? it should be quite funny though rocking up to vicroads with an apparently stock engine even though its idle is rough as guts!

Take it a stage further, a VERY limited run of 2 door yellow MK1's were released with Essex V6 3 litres too, however, these were modified to allow fitment. I am a little vague on the details but have an article somewhere....
