Default What the hell-diddly-dingdong-crap does this mean?

I keep seeing RED_EL_XR8 posting it, yet it makes no sense to me.

I'm under the impression that it may have to do with being off-topic, perhaps. Yet I feel I need someone to explain it to me.

So are we gonna find out WTF it means, or is everyone just gonna liken it to a car with stripes, which is unbeleivably humourous and very quick and clever, but does not give the answer to the question being asked.
