They WILL settle - if they are new. If already used then they will not. This is just the natural way of things - new springs ALWAYS settle, and two weeks is a good time to allow, but it is distance/use not time that is the real factor. One night of 500km on a country road will see them settle pretty quickly LOL.

Fitting 19s is not going to alter the gap under the wheel arch. Unless you go for a non-standard diameter wheel in which case you will be upping your gearing and causing yourself more problems like speedo showing too slow and auto not changing properly and possibly lack of accelleration as well as increased fuel consumption.
