I think the car yards were supposed to have used Smart State plates but most didn't. That's why you never see many smart state plates.
Our February 2011 registered brand new G6E had "Smart State" plates from the dealer, and our second hand July 2011 Triton has "Smart State" plates. Can't actually say whether I have noticed what is on new cars. Glad to hear it's gone if that's how it works now.
