I imagine its a 'proceeds of crime' vehicle, over there in some states the police gets first dibs on those items and they can use them as patrol vehicles.
As for performance, it has a '7 liter Kompressor' sticker on the sides, and 'Geiger performance' number plates, so I think it might have a bit of get up and go. EDIT: According to here, it has 700hp, and the tuner is based in Europe, so I dont think that vehicle is in America, just done up to look like it. http://www.carnews.nu/car-news.php?n...rticle&sid=395
