I always thought that was because the person who filmed the video on their phone was doing it in portrait rather than landscape and so when editing they've just 'blown up' and blurred the video and then added it as a border/background behind the in focus video. This way it fits a widescreen monitor/TV without two fat black vertical strips sitting on either side of the actual vision. It's all just aesthetics.
If it's the style I'm thinking of then if you watch the blurry part closely you'll just see it's a blown up version of what you're watching in that middle third anyway,
