They can't filter P2P. Yes, they can filter out the torrent sites where you get the torrent file from, but they can't filter out P2P due to it's very nature of connecting up to potentially hundreds of different computers and IP addresses. So unless the IP addresses of each person that shares on P2P is blocked, then there is no hope.
All I can say is, I voted for the other guy.
