"... content contained in 27 categories typical of those used in filter products—for example, categories such as abortion, racism, sexuality, terrorism, and violence."
And, if you think it's only about web content - from the same report, page 51:
"ACMA considers that, given the evolving nature of internet use, there would be benefit in manufacturers of ISP-level filter products addressing online risks associated with non-web content by developing methods of identifying and blocking illegal and inappropriate content that is carried via non-web protocols."
